Batesburg-Leesville, SC – Due to the large amount of storm water runoff from the recent rains, the Town of Batesburg-Leesville has issued a Boil Water Advisory that is in effect until further notice.

The Town has issued the notice as a precautionary measure due to high turbidity levels in the raw water. Water customers are asked to boil their water for 1 minute before consuming. Water does not have to be boiled for any other use that consumption.

The Town will notify the public when the Boil Water Advisory has been lifted.

The boil water advisory for all customers of the Town of Batesburg-Leesville water system has been lifted as of 8:30am Sunday, September 27. All repairs have been made, and appropriate testing completed. We thank you for your patience and understanding during this situation. If you have any questions, please call Town Hall between the hours of 8:00am and 5:00pm Monday thru Friday.

Update as of 5:00pm 9/26/2015

The 12" main that burst this morning has been repaired and  is being placed back into service.  Most water system customers will  begin noticing an increase in pressure and water availability this evening. 

SCDHEC has been notified and the first round of distribution samples have been collected and testing is underway. Water customers should continue to vigorously boil water used for cooking and drinking. Once testing is complete, and samples come back within normal parameters, the advisory will be lifted. At this time, we anticipate lifting the advisory around 12:00pm on Sunday, September 27th.

Town of Batesburg-Leesville

A 12” water main supplying the Leesville District burst this morning at approximately 5:45 am resulting in a water loss of approximately 250,000  to 300,000 gallons of water.  The break has been located and isolated.  Crews are onsite and the repair is underway.  SCDHEC has been notified and water plant staff will be collecting samples in the distribution system during the day.

Residents are advised to vigorously boil water for at least 1 minute before use for the next 24 hours (9/26-9/27 12:00pm). Users will also experience limited water pressure throughout the morning and into the early afternoon. We ask that residents limit their water use during this time to avoid straining the system while repairs are being made. 

Additional notifications will be provided as needed.

Town of Batesburg-Leesville 

The Town of Batesburg-Leesville Police Department is excited to announce it was recently awarded the Bulletproof Vest Partnership Grant to equip the department with 15 new bullet poof vests. Bulletproof vests are critical to law enforcement officers as they are faced with dangerous situations every day. Not only will they be used to prevent injuries, but also to save lives.

Since 1999, the Bulletproof Vest Partnership Grant program has helped more than 13,000 local law enforcement agencies around the country purchase more than 1.1 million vests.

The Batesburg-Leesville Fire Department was notified recently that it has been selected to receive a US Department of Homeland Security grant to equip the department with 800 mhz compliant radios to meet the federal standards that go into effect in January 2017. Provided through the Assistance to Firefighter’s Grant Program, the Town is slated to receive $45,715 to upgrade existing equipment and purchase new radios that will comply with the 800 mhz requirement mandated by the Federal Communications Commission (FCC).

Fire Chief Jay Hendrix stated, “The new radios are used to communicate with the Lexington County Communications Center and statewide as part of the Palmetto 800 system where the Batesburg-Leesville Fire Department is a part of the Statewide Mutual Aid system.”

The grant was written by the Batesburg-Leesville Fire Chief, and is the first federal grant received by the department in almost a decade. This grant increases the total amount of grants and corporate donations over the past two years to more than $61,000.

Town Administrator Ted Luckadoo stated, “It is important for local governments to think outside the box when it comes to project funding. I am proud that our departments are working to utilize these other sources of grant funding in order to decrease the burden on the Town’s General Fund.”

From July 27 through August 14, the staff of the Batesburg-Leesville Waste Water Treatment Plant conducted their Annual Industrial Pre-treatment Program for several local businesses: Berwick-Offray, Columbia Farms Hatchery, and J.B. Martin.

The Industrial Pre-treatment Program is designed to control the introduction of pollutants into the Town's wastewater treatment facility. Any business discharging pollutants into a receiving stream must be permitted by either the Environmental Protection Agency or South Carolina Department of Health and Environmental Control. The pretreatment program allows industries to discharge into a publicly owned treatment facility while using the Town's permit and eliminating the possibility of accidental discharges by local industries and businesses.

Every business that takes part in the pretreatment program is inspected annually by Town staff to ensure that all requirements are being met. The Wastewater Treatment Plant staff has the authority to enforce the standards to any business failing to meet the permit requirements. Since the late 1980's, the Town of Batesburg-Leesville has administered a Wastewater Pre-treatment Program. The Batesburg-Leesville Public Works provides water & sewer services to a population of more than 5,600 residents and businesses.

Tim Schumpert, Director of Utilities, for the Town of Batesburg-Leesville states, "A quality pre-treatment program is attractive to both the Town and to new industries looking to move into the Town. The program allows industries to avoid the expensive waste elimination process and stringent discharge limits." Shumpert works closely with Angela Adkins, Wastewater Superintendent and Industrial Pre-treatment Program Coordinator.

Out of more than 270 municipalities in the state, the Town of Batesburg-Leesville was recently selected as the ninth safest and most peaceful place to live in South Carolina, according to Only in Your State.

Town Manager Ted Luckadoo stated, “We are excited by this recognition because our town is not only safe and peaceful, it is also one of the fastest growing municipalities in Lexington County. Our low crime rates are just one of the things that makes Batesburg-Leesville a great community for families and businesses!”

The Only in Your State list consists of South Carolina’s top ten safest and most peaceful towns out of over 200 cities and towns statewide. These towns are ranked based on assaults, burglaries, and violent crime rates. A high ranking, such as Batesburg-Leesville’s, indicates that a town has low crime rates across multiple categories.

The Town of Batesburg-Leesville Department of Public Works will outsource the printing and mailing of utility bills for the town’s 2,900 customers. The new bills will hit customer mailboxes starting August 1^st.

Town Manager, Ted Luckadoo, “Anytime we can save money and staff time and provide a more detailed, easy-to-read bill for our customers, it is an easy decision for us. This is just one additional area where we are working to become more efficient and effective.  Keeping costs low for our citizens and customers and keeping them informed is one of our top priorities.”

Professional Mail Services Inc., a billing company with more than 30 years of experience, was selected to print and mail utility bills for the Town. The Town will be able to take advantage of bulk and pre-sort discounts to save money and include additional features to keep the public informed.

The new bills, which will consist of a tri-folded single-sided printed page with a detachable stub, will accompany a return envelope for easy mailing or drop off. All of the information contained within the bills will remain the same, with just a new look and feel. Customers will still be able to make payments online, in-person, or by mail. One new feature, however, will allow the Town to add inserts or have notices printed directly on the bills therefore increasing the flow of communication.

The Town of Batesburg-Leesville recently received a grant from Palmetto Pride to help reduce litter and promote recycling in our parks and Town Hall. New smoke receptacles and dual recycling/trash containers have been placed at Leesville College Park, Wilson Street Park, and Town Hall. These receptacles will help us keep our community parks clean, while bringing awareness to the importance of recycling. The Town will maintain these new bins and ensure all recyclables are disposed of properly.

At Town Hall, we have taken a number of steps recently to reduce waste and go green. We now have an active recycling program to reduce paper, aluminum cans and plastic bottle waste. Staff members limit the number of pages printed and work as best they can to go green. They also turn off lights, computer monitors and other electricity consuming items when not in use.

Additionally, the Town recently held a Recycling and Disposal Event to collect and recycle unwanted tires, electronics and paper. The event was a huge success netting 468 tires, 680 pieces of electronic waste, and approximately 7,722 pounds of paper shredded. With the 4^th of July quickly approaching, the Town of Batesburg-Leesville hopes everyone has a safe and enjoyable 4th of July holiday, and would like to remind residents that Town Ordinance allows fireworks to be discharged between the hours of 10:00 a.m. and 10:00 p.m. on July 4^th only.

The Town Ordinance does not restrict the use, of what is commonly known as sparklers, which may be used at anytime. Additionally, all fireworks discharged must be under the direct supervision of a responsible adult.

Should any citizen discharge fireworks prior to 10:00 a.m. or after 10:00 p.m. on July 4^th or discharge fireworks any other days around July 4^th, law enforcement may respond and issue a citation for violation of the firework ordinance.
