Office of Town Manager

The Town Manager is appointed by the Mayor and Town Council to manage the day-to-day operations of the Town. As the Chief Executive Officer for the Town, the Town Manager is responsible for all functions of the Town and manages these functions through the respective departments. Under the Council-Manager form of government, the Town Manager is responsible for carrying out the legislative policies passed by Town Council and for providing recommendations to Council on municipal affairs with an emphasis on effective, efficient, and equitable service delivery.

Ted Luckadoo held the position of Assistant Town Manager before being appointed by Town Council to Town Manager on September 1, 2014. Ted has served in various capacities of municipal government over the past 13 years and has a wealth of knowledge in municipal operations and administrative functions.

Ted holds a Master of Public Administration degree from American Military University with a concentration in Emergency Management. Ted earned his Bachelor of Science degree in Management from the University of South Carolina. In addition, Ted is a 2014 graduate of the South Carolina Economic Development Institute.

Seth Duncan became the Assistant Town Manager on February 23, 2015 after serving as the Business Services Manager for the Berkley, Charleston, Dorchester Council of Governments. Seth has served in various capacities of state and regional government over the past eight years focusing on building strong communities and workforce development.

Seth holds a Master of Public Administration degree from the University of South Carolina, and earned his Bachelor of Arts degree in Political Science from The Ohio State University. In addition, Seth became a Certified Business & Employer Services Professional as part of a state-wide workforce development initiative provided by Dynamic Works in April 2012.
